Ambulance Providers
Contra Costa EMS permits emergency and non-emergency (including critical care) ambulance providers that operate in unincorporated areas of Contra Costa County or within the cities that have adopted the Contra Costa County Ambulance Ordinance Code. All ambulance providers that originate transport in those areas of the County or in the cities that have adopted the Ordinance are required to have a valid Contra Costa County ambulance permit and vehicle inspection decal.
Ambulance permit renewals are required to be submitted to the EMS Agency at least 60 days prior to the permit expiration to assure no disruption in the provider's ambulance operations.

Frequently Asked Questions- Why do I need a permit to operate an ambulance in Contra Costa County?
- Permits are required per the Contra Costa County Ambulance Ordinance. The ordinance was established to protect the public and to ensure there are adequate emergency and non-emergency ambulance services within the County. This ordinance requires all ambulance providers to go through a permitting process with the County.
- How do I apply for a non-emergency ambulance permit in Contra Costa County?
- Ambulance providers interested in obtaining a permit to operate non-emergency ambulance services in Contra Costa County will need to submit an Application for Ambulance Service Permit – NON-EMERGENCY SERVICE to Contra Costa County Emergency Medical Services. Applicants should use the Permit Application Checklist to ensure that they submit a complete application. A blank Vehicle Inventory and Employee Listing is available to help applicants submit information in the needed format.
- What happens after I submit an application?
- Applications are reviewed by EMS Staff for completeness and eligibility. During the process, applicants may be asked to submit additional information to meet the eligibility requirements.
- How long does the permit process take?
- All ambulance permit applications are to be submitted at least 60 days prior to expiration. It takes between 30-45 days for the EMS Agency to complete the ambulance permit review and verification process. Initial or renewal applications that are not complete or are submitted late may result in a disruption of the provider's ambulance operations. Ambulance providers are strongly encouraged to submit complete applications to avoid delays in permit approvals and renewals.
- Do gurney and wheelchair van services need to apply for a non-emergency ambulance permit?
- Gurney and wheelchair van services are not required to complete an application for a Non-Emergency Ambulance Permit at this time.
- How do I apply for a an emergency ambulance permit in Contra Costa County?

- Where do I find the fees for the ambulance permitting and authorization?
- Ambulance provider permit and authorization fees are listed in the EMS fee Schedule (Policy 1010). EMS fees are updated annually and new fees go into effect July 1st of each calendar year.
